Short answer: most do not. Carbon filters — which covers pitchers, faucet mounts, fridge cartridges and the majority of under-sink systems — remove very little fluoride. This is one of the most common mismatches between what people buy and what they wanted.
Why carbon does not touch it
Activated carbon works by adsorption: contaminant molecules stick to the enormous surface area inside the carbon. That works well for chlorine, chloramine by-products and many organic compounds, all of which are relatively large.
Fluoride ions are tiny and highly soluble. They pass straight through carbon without adhering. A filter certified to NSF/ANSI 42 or 53 says nothing about fluoride unless fluoride is named specifically, and it almost never is.
What does remove it
Reverse osmosis is the practical household answer. The membrane blocks dissolved ions, and fluoride reduction is typically substantial — though not total, and performance depends on membrane condition and water pressure.
Activated alumina is the other option, used in specialist cartridges. It is effective but needs replacing on a schedule and is less commonly stocked.
Distillation works, at the cost of speed, energy and countertop space.
Boiling does the opposite. Water evaporates and fluoride does not, so boiling concentrates it. This trips people up regularly.
Is it in your water at all?
This is worth checking before spending anything, because fluoridation in Canada is a municipal decision and coverage varies enormously. Roughly a third of Canadians receive fluoridated water, but it is far from universal — some large cities fluoridate, others stopped years ago, and many smaller systems never did.
Your municipality’s annual water quality report states the fluoride level, if any. If your city does not fluoridate, there is nothing to remove and reverse osmosis would be solving a problem you do not have.

On the debate itself
Community water fluoridation is a genuine area of public disagreement. Health Canada and major dental associations support it at the levels used in Canada, citing reduced tooth decay. Opponents raise concerns about consent, dosage control across different water consumption levels, and studies on other health effects.
We are not going to settle that here, and it would be dishonest to pretend a water filter site is neutral ground — we sell nothing but we do earn commission when people buy filters. What we can say plainly is the technical part: if you have decided you want fluoride out, carbon will not do it and reverse osmosis will.
Before buying reverse osmosis for this reason
RO removes fluoride, but it also removes calcium, magnesium and other minerals, wastes some water to drain, and produces water slowly. If fluoride is your only concern and your water is otherwise fine, those are real trade-offs to weigh rather than dismiss.
